Dr. Sothie Keo is an Adjunct Professor of Law at AUPP. He also serves as Secretary of State of the Ministry of Post and Telecommunications. In his role, he oversees the legal work of the Ministry including legislation drafting, arbitration and litigation, and contracts. He has recently helped spearhead the drafting of key laws, regulations, and policies including the Cybersecurity Draft Law, Personal Data Protection Draft Law, Postal Sector Draft Law, Digital Sector Management Draft Law, Competition in the Telecommunications Sector Draft Prakas, and Cloud First Draft Policy. He is also a member of the Secretariat of the National Digital Economy and Society Council.
Professor Keo is a licensed lawyer both in the Kingdom of Cambodia and the State of Colorado. His interest is in digital law, telecommunications law, international law, both public and private, and human rights. His past experience includes working four years as a Legal Officer for the Civil Party Lead Co-Lawyers Section, representing Civil Parties and victims in proceedings before the Extraordinary Chambers in the Courts of Cambodia, also known as the Khmer Rouge Tribunal. Prior to settling down in Cambodia, he was a criminal defense trial lawyer in Colorado. During law school, he developed these interests working for the International Criminal Court, Human Rights Watch, and the International Arbitration Group of Freshfields Bruckhaus Deringer in Singapore.
