H.E. Dr. Sam Sethserey is a senior leader in Cambodia’s digital and information technology sector. He currently serves as the Director General of the General Department of Information and Communication Technology (ICT) at the Ministry of Post and Telecommunications (MPTC), where he plays a key role in governing and promoting the country’s ICT development, digital transformation, and cybersecurity initiatives.
Dr. Sethserey also holds important roles in Cambodia’s digital education and research ecosystem. He has served as Director General of the Institute of Digital Research and Innovation (IDRI) under the Cambodia Academy of Digital Technology (CADT) and is a member of CADT’s Board of Trustees and scientific bodies.
He earned an Engineer degree in Computer Science from the Institute of Technology of Cambodia and completed his Master’s and Ph.D. degrees in Computer Science at the Institut National Polytechnique de Grenoble and Grenoble University in France.
Throughout his career, Dr. Sethserey has held various academic and leadership positions, including e-learning director at the Institute of Technology of Cambodia, Vice President for Research and International Relations at the National Institute of Posts, Telecoms and ICT (NIPTICT), and Deputy Secretary-General of the Digital Government Committee.
With nearly two decades of experience in teaching, research, and public service, Dr. Sethserey has contributed significantly to Cambodia’s digital development, cybersecurity policy, and innovation ecosystem. His work supports national strategies for digital economy growth, cybersecurity resilience, and human resource development in the ICT sector.
