Dr. Byoung Joon Kim

Dr. Byoung Joon Kim is Vice President for International Affairs & Professor at Kookmin University (KMU) in Seoul, Korea. He also leads strategic initiatives that connect global partnerships, industry–university collaboration, and student mobility. His scholarship and teaching focus on digital government, AI governance and ethics, public sector innovation, and smart cities.

Dr. Kim has directed KOICA-supported capacity-building projects across Asia—including Uzbekistan, Laos, and Cambodia—developing curricula, living labs, and workforce upskilling programs aligned with national digital transformation agendas. He frequently advises ministries, universities, and international organizations on AIenabled public services, digital public infrastructure, and ESG-oriented higher education strategies.

An active educator and mentor, he supervises graduate research on evidence-based policy and data-driven management and regularly delivers keynotes and workshops for academic and government audiences. His publications span Korean and international venues and address governance frameworks that align emerging technologies with societal values.

Dr. Kim’s current work advances cross-border degree programs, global campuses, and practical training that integrate AI, data analytics, and public management.
